When you’re impeded again head up into some shacks to the north and continue through them until you find a wooden walkway leading west onto the submarine - called “The Vessel” - inside of which you’ll find Tektus. If you want to, head south from the entrance to reach the dry-dock, then turn east at a concrete wall. However, if you skipped it… well, you don’t even need to talk to Tektus. If you’ve done the previous section “What Atom Requires”, you should have talked to High Confessor Tektus and know the layout of The Nucleus fairly well.
